Phil already confirmed old games will run better and we dont know enough about the scorpio, tey might offer multiple settings like some games do on the ps4 pro, the memory is confirmed and the speed is over 4x the xbox one's so is the gfx so any game running in 1080P should run in 4k with the same framerate and any game on 900p (not exclusives) should scale from a dynamic resolution a bit below 4k

either way if microsoft implements dynamic resolution (they do in gears, forza, halo) it should hold framerates much bettet and all power will be used, games like gears already run on high/med mixed graphics and so does forza horizon from pc, if they also offer a 1080p mode and make the campaign in 60fps that would just be a bonus

Scorpio is just going to be a better mid-cycle upgrade especially because the processor memory amount and memory speed have been pulled as reasons the ps4 pro sometimes struggles and this will be less true on the scorpio, and since the ps4 pro is outselling the ps4 slim (confirmed by sony) the market seems big for a product like this.

So like the Xbox One S IS the better slimmed down console the scorpio might repeat that line and offer more value. Also expect Xbox360 games to run EVEN BETTER then they do on the one, also a nice bonus

 

I seriously doubt devs spending extra effort. It simply depends on devs what and if they have time and money for it. They basically will have to re-release the game. For example GTA5 was remastered from last gen to the current gen. That kind of treatment is unlikely. Most likely we will see a patch to have higher resolution, fps modes like tomb raider had on PS4P
