That's very debatable. The fireflies were basically a bunch of dickhead terrorists. Sure the cities seemed like they were under a military dictatorship kind of thing, but that doesn't excuse them blowing up stuff and doing terrorist attacks and no doubt killing a load of innocents. Do they really deserve a cure?

That argument sounds a lot like "the doctors are dicks, so we're not going to let them save humanity because it means they'll get saved."

Of course the decision was the wrong one, which is partially why the ending of TLoU never felt particularly compelling to me. It's an attempt to show just how far Joel has been pushed, to the point where he's willing to kill dozens of people and destroy humanity's last chance of a cure in order to avoid more personal loss. An ending which probably would have been more impactful if he hadn't demonstrated the willingness to murder everyone in his path without a second thought throughout the entirety of the game up to that point.
