Regarding the first, the statement "Canada has less crime" is of course proportional.

Also, regarding race; there were an approximate 5440 cases of murder by non-hispanic whites in the US each year, for a total of 234 880 080 non-hispanic whites, or 2.31 over 100 000. (for all races, 4.4 over 100 000)

In Canada, all races included, there were 521 murders for a population of ca. 36 000 000, or 1.45 over 100 000.

This can be explained by a more extensive social program, for instance, as no matter the ethnicity, financial desperation is the strongest contributor for crime.
