If Nintendo is smart they'll fund Bayonetta again. Even with Bayonetta 2 they knew it was about filling out their software lineup instead of being a big seller. In fact I'd imagine they were pleasantly surprised it sold nearly 800,000 units given the Wii U's small install base. If Xenoblade can get a third game after neither previous game sold 1 million then there's no reason for Nintendo to ignore Bayonetta.
