Not a very good conclusion.
Of course people that aren't trained won't fight for their country.
Give them training and a strong enough reason aswell as the technology and they will fight. Western europe is at peace, theres no reason why it's citizens woud be itching to go to war.
Notice how all the reagions where that isn't the case is in countries near Russia and Russia itself. That's where tensions are.
