No, that's an overpriced clunky plastic Chinese Intel Atom handheld, will be underpowered compared to the Switch even in the worst case scenario AND costs more than the Switch. You're not getting the form factor nor the games.
The Smach Z is a much better candidate, with 1080p, modular but already powerful hardware (you can run Fallout 4 720p with config tweaking at 30+ FPS, GTA V and other titles with similar performance) and 10x times more powerful than the shitty Bay Trail in the GPD Win. And not to mention it's the same price as the GPD Win.
If you want to emulate console exclusives from last generation on the go along with AAA titles and the freedom of Windows, then you'll get the Smach Z. If you want the exclusives, form factor and the price tag which is and will become even more so cheaper.
