While it will surely outmatch the Pro in specs, they focused a lot of their early marketing on calling out the Pro due to the upscaling tech. They were pretty clear in marketing the Scorpio as a "native 4K 60 fps machine", so this could backfire pretty badly if they end up being perceived as liars or Scorpio starts to look like a slightly improved PS4 Pro that's more expensive.
I'm also worried about how they are not avoiding confusion regard gens. Sony was always quite clear that the Pro was just an improved SKU for 4K TV owners. They were always quick to say that it wasn't a successor, just a different version of the same console (much like Ninty with the New 3DS).
I'm seeing a lot of people on the web thinking Scorpio is a next gen console and it's just backwards compatible with the X1. Maybe they are so focused in say how powerful it is that they are making people think it's another gen. This can lead to disappointed consumers or people thinking the X1 will be abandoned.
I wouldn't doubt that it's using the same Jaguar cores. It seems reasonable, because they have to make it easier for devs. PS4 Pro basically just increased the CPU clock, RAM bandwidth and doubled-down the size of the GPU. When playing a non-Pro game, it just turns off half of the GPU. Scorpio already brings a huge difference regarding bandwidth and won't use the ESRAM. using a different CPU (as they are already using a different GPU), could make things complicated. Anyway, like the Pro, it's just meat to increase pixel count, so the GPU is the focus here.
