DF is saying the CPU is not Zen because of a vague statement from the document. Im not saying DF is being vague. Thats a pretty big assumption from one tiny phrase. Sorry to tell you this but Digital Foundry lays it on thick to get views and clicks. I am amazed that there are actual YouTube channel fanboys who will defend their chosen media outlet blindly. Whats next? Breakfast cereal fanboys? Its a sign of the times I guess.

They said back then Scorpio was announced that it seemed unlikely that they would use Zen both because of the amount of space it would take up, and because they felt that they would have made a bigger deal about it of they were using Zen.
