I agree with you as well in Japan's case because of their car culture and it could be a way for MS to connect with the crowd there.
There has not been a game recently, especially racing, that really focused in Japan as a country.
I still though want Turn10 to give us something like Dakar Rally game or DLC for Horizon.
It could also introduce bikes in the series.
