Why does Microsoft xbox scorpio need exclusives when the top best selling games are multiplatform?

Steam is the ultimate winner in my opinion because valve doesn't release any games in years, yet they make a lot of money. Little risk from Valve for huge reward. Why can't Microsoft leverage off of xbox live as time goes by just like Valve leverage off of Steam?

Because Valve doesn't need to sell hardware in order for their platform to work but Xbox does?
