It need exclusives in order to sell more, get a good installbase, then it will have multiplat as default. PS4 has a lot of exclusives and PS4/PC games that could launch on the Xbox.
Some games sell Millions on PS4 but struggle to break 1 m on the Xbox. That is bad for devs and for the console.
