Most developers put it on the same settings with resolution and such (why a lot of xbox one games run at 900p). Obviously they test it to make sure no crashes, but they determine it the same way across the board for the most part. Scaling happens and they lock it because it was the way consoles use to work. Now going forward it won't be this way more than likely. No generations, just new hardware to run games at certain settings. I like the idea of this because xbox will be the most powerful and cheapest system to keep gaming. People can then make their choices. That is what I call consumer friendly.
