Yes, they lock it on ps4 or xbox one, but they determine it the same way it is determine on PC. Because before consoles were known as a one generation system. However, going forward there is a good chance that won't be the case for xbox scorpio. Microsoft already stated they are ending the typical generation which is where I'm getting at. Microsoft is taking the steam route which is every big company's dream because valve litterally releases no games yet they make a shit load of money. Proving my point third party matters more and multiplatform games own at the end of the day.
