My PC is quite weak, and I don't really like playing games with it. I really like the look of ME, even though I don't quite understand what it is. It seems to me that it is a TPS, but it has RPG stuff behind the scenes (so your attacks do do a number of damage, but you don't see those numbers) and other RPG elements

Mass Effect is an enormous, story-driven game that affords you a great deal of choice in how you go about completing the story.  There are many different paths for you to choose and some of these have a genuine effect on how the story progresses.  You can choose which people are members of your squad and how to upgrade their abilities.  You can choose what weapons, armour, items and abilities both your character and your squad members have available.  All of this is managed through a system that requires you to earn money to finance your purchases.

Mass Effect also has literally the best, deepest and most involved dialogue system I have ever seen in the game.  I can't remember the statistics, but there is an ungodly amount of cinematic conversation in the game that you will actually WANT to listen too (though you can skip it if you wish).

The games combat system is TPS, but it is very much a Western RPG.
