Switch is basically a handheld Wii U, so the graphics cant get much better. And no Mario wasn't a step up, it's just an entirely new game with new environments. Thats why you're tricked into thinking it's a step up, but it doesn't look better than 3D World.

Mario was definitely a step up on a tech level. The game has much larger environments and more detailed worlds than 3D World did. 

 

As for Splatoon, we'll have to wait and see what content they add before determining if it's a worth seqeul or not.
