1) Fuel too rare. Why make something public that nobody could use
2) Fuel somewhat rare yet has no other practical use. By keeping it secret they keep the price down.
3) Considering how fast these things can move... and that they can move super sonic speeds without a sonic boom... they really aren't safe for mass use.
4) Announcing them somewhat allows other governments to understand how it works and work on them.
