No the original FFVII took 3 years to make.  Planning sessions began in 1994 after FFVI was released and the game was released 3 years later in 1997. 

In Polygon's article that they just released, it states that the original FFVII was scrapped after Chrono Trigger went through development problems, the FFVII that we got was different from that:
