Nier is set after Drakengard following the Fifth Possible ending of the original game, which is titled "the end of the dragon sphere". Nier is set in the same universe as Drakengard, however after the fifth ending of Drakengard the "Dragons are already gone". Dragons no longer exist in the universe.

It's a quote about dragons in a game that is part of a series that is generally about dragons. Assuming it is referring to another game series entirely is either wishful thinking or a persecution complex.
