Why not. MS will recoup their losses on this project, PG will continue to have work and Sony has another exclusive, all solved amicably and to the best interest of every party. I doubt MS would sit on the work that has been done and refuse offers, they're never gonna bring it back themselves, after x years the work will be too outdated to be salvaged.
Of course we don't know what happened behind closed doors, it could be that the game never worked, but considering Kamiya never failed to deliver in his 20 years of game making and Microsoft's habit of cancelling games, I don't think the studio was at fault.
