they dont seem interested in improving their first party from the looks of things. specially after the string of dissapointment new IP's, games and studios they have had this gen

 

MS Victoria - closed with nothing announced after 2 years of opening.

Lionhead - Closed and fable legends cancelled after spending 70~ million on it.

Phantum Dust - Most likely canned, the devs were taken off the project, the development seemed to be troubled and a lot of miscommunication happened

Crackdown - over 2.5 years since it was announced and not a single video of gameplay shown, just tech demos, wasnt present at last years E3. big possibility that it will get cancelled. it was supposed to release last summer.

Sunset overdrive - very good game, good reception, but its sales didnt match that, considering there is no SO2 in development, it seems it wasnt a success

Quantum Break - its reviews werent as good as hoped/expected and its sales didnt do well either. certainly not a bad game, but it doesnt seem like it was the success that both remedy and MS hoped for. Remedy going multiplate on their next project suggests so as well

Edit: add ryse to this list. it failed both commerically and critically. you could also add recore, but it wasnt that big of a project, so its impact isnt as big as the others. 

 

excluding Forza, Halo and Gears MS's game development efforts didnt seem to have been met with much success or any this gen. they probably lost millions and are now focusing thier efforts on the profitable games they make, and taking less risks.
