For me it's Japan without much contest. Followed by Europe. Then America in last.
Also for one, we're comparing one country against continents. Secondly, does "made by" refer to the publisher or the development studio. I'm assuming development studio, as they're the ones who actually "made" the game. Lastly, I'm seeing a lot of European made games being credited to North America, even the OP is crediting Battlefield to North America when it's made by the Swedish.
