The governnment did not even really tried to patch it. They could just made vacation mandatory or paid if not taken,and that would be the end of the problem.
Japan law give 4 weeks of vacation for a full time employee, and my company contract is 5 weeks, one extra bonus weeks ! But I'm lucky if I can take 2 weeks, I have to fight for it and it costs me in term of reputation/relationship at work. Most of my colleagues only take 1 week. Other problems are education cost, appartment size, inexisting state aid, and for some low pay. Life is hard for a family in Japan, that's a fact.
