So targeting special needs is not a hate crime?

I think police is very cautious to draw a final conclusion, because calling a spade a spade is a very touchy subject when it's not done against whites.

But he was white, or did he lose his white card when getting the special needs card. I guess you mean the purpetrators aren't supposed to be labeled as such, hate crimes are reserved for white criminals as non whites are already guilty anyway, no need for special modifiers to deny bail and such.
