Games will run at 4K(native or other technique) with longer draw distance, suprerior textures, shadowing, lighting, better FPS on Scorpio.

Its not just about "resolution bump". Games will LOOK better on the Scorpio vs Xbox One and PS4 Pro.   If that  and a better console VR experience matters to someone beyond "exclusives" then the Scorpio would be the better choice. 

Based on what we know about the Scorpio at present (and looking at the results the Pro has so far delivered), I'd say the bolded is excessively optimistic. The Scorpio should be able to provide a significant resolution bump *or* a significant linear graphical bump (or of course middles grounds between them), but it's very unlikely it'll be able to offer significant upgrades in both areas. It's not impossible, but it's important to keep expectations in check. As it stands, we can't even be 100% certain the Scorpio will be able to consistently run 1080p PS4 titles at 4k (with no other upgrades). I personally believe it will, but that's already going to require it to be quite a bit more efficient than the PS4's GPU.
