Again. The post was explaining how it works on PC when it comes to more power..   I still dont get why you are confused. 

Hence the example of a games running 1080p on X1 and then 4k on Scorpio. 

Right I understand what you mean now, I just got confused with how you said it, because I'm not sure who's arguing that it won't get graphical increases. Though I do think the majority of the power will just be utilized for native 4k. Microsofts really going to push for that because it's a marketing tool.
