Except they weren't just placed at the last minute. They were important characters from novels by Karen Travis before Gears 3 was released. Those books are actually very well written by the way.
I've always liked Gears of War story and universe. I'm not saying it's an amazing story but it does the job, it's surprisingly well detailed and built. I used to fear monsters under my bed when I was a kid, so I like the idea of terrifying Locusts emerging from underground and desperate war against them :)
