Because the whole device is almost 10 inches wide and handhelds aren't meant to be that big. The same way a tablet with a dataplan that can make phone calls and text is not suddenly a smartphone, the Switch doesn't suddenly become a handheld just because you can hold it sometimes.
The Switch has three modes of play informed by its industrial design, and only one of them is even meant to be held at all. 1/3. It's not a handheld. It's something else.
