What makes you say that? He doesn't mention many specifics other then Memory Bandwidth and it using Maxwell Architecture, but everything he is saying seems to be based on what is believed to be the Switch's Specs.
I don't see anything that suggests he doesn't know what the Switch's Specs are, he seems to know exactly what he's talking about.

Basically he's saying you'll need to put work in to make ps4/xbo games run on a system with much less power, I think that's a fairly safe and obvious statement.
