Recounts aren't looking for votes by non-americans. They are simply recounting the votes.
However, I don't think Wisconsin has a large undocumented population. The main area of concern is in California where they have made it so that it is fairly easy for an undocumented to vote. In California all you need is a driver's liscense to vote and they have made it so that undocumented's can obtain a driver's liscense. What CNN has done here is chosen people who would likely not represent their side of the case very well and would look like idiots so they wouldn't have to do any real research in order to debunk the claim.
