Stable framerate should be the priority. Some games can run at 60 fps but it's difficult for some games even at 900p, like the witcher 3 or fallout 4. Those games on the normal ps4 should run at stable 30 fps and 900p instead of 1080p with framerate dips. So it depends, but stability should be the base line, these are consoles an you can't expect every game at 60 fps, even on the scorpio or pro. 30 or 60, stable framerate that's the best option imho.
