If you look through a history of Koei-Tecmo games on Vita rated by USK, the vast majority are games that received physical releases. The only exceptions to this rule are Atelier Rorona Plus and Warriors Orochi 3 Ultimate, both games from 2014.
That means all more recent Koei-Tecmo titles (and there are a lot of them - 3 Atelier games; 4 Samurai Warriors games; Dynasty Warriors 8 Empires; Attack on Titan) all weren't rated by USK for Vita.
Suddenly, ratings have started popping up again - the first one is for Atelier Shallie Plus (which is geting a physical release) and the second is for Toukiden 2. Notably, Berserk and the Band of the Hawk and Dynasty Warriors Godseekers don't have ratings, both of which are confirmed as digital-only.
It's speculation, but I feel like it has a pretty strong basis. The Koch Media listing is the kicker for me though. There's no point listing it on their site if it's digital-only, Koei would just publish it themselves and not involve a distributor.
