Ok, so what you are saying is that SE is allowing amazon sell Tomb Raider at $30 digitally even though amazon is getting the game from the PS store who happens to be selling the game for $60?

No, what I'm saying is that Amazon bought their keys from SE, not the PS Store, Amazon can decide whenever they have a sale.
