Nope, there are ways to prevent that without credit card info. For example, IP checks , and preventing attempts with the same email. But my view goes beyond that. If one gets slack for it, others should as well. Making this seem like a Microsoft-only problem is silly.

I'm not arguing your final sentence, but IP checks/email checks are definitely not sufficient. It's not difficult to just use a different email address and a proxy.

Hell my IP address changes everytime my router turns off, IP checks aren't sufficient.
