I'm not entirely sure the Sports Broadcasting Act is the reason, though, because as I understand it, the act only applies to local channels. Back when Thursday Night Football was on NFL Network, it would have been just as viewable on Friday as it was Thursday. I suspect it's more of a desire to just not compete with high school football, as petty as that sounds. Some people will inevitably attend high school football games rather than watch an NFL game. And while going to such lengths just to avoid a tiny level of competition like that may seem incredibly unnecessary for an organization as successful as the NFL, remember that this is the league that banned official team twitter accounts from posting gifs of their players so that its twitter account would get more views.
