It's early access atm on PC, so I dunno.
If it features full mod support on PC then I really don't see crossplay happening.
Also just noticed, on Steam they are asking you for £26.99 for the base early access game, £39.99 for the collectors edition and £14.99 for DLC. THe game isn't even finished yet either.
Edit: on the modding (from the devs mouth):
1. The Oort Online MMO will not be modable. The MMO is a single carefully balanced set of rules and living worlds.
2. The Oort Online Server will be modable. Take the engine + server and mod them. Then run the modded game alongside the official OO MMO.
