I think the 1.1 and 1m numbers could be looking right, With the 3DS mainly selling $150-$200 and the Pro pre-orders at $400 along with the 1TB X1 bundles been $299 ($349 up to Black Friday), Also the 500 GB PS4/X1 been $299 until 24th November.
2.1m PS4/X1 at $250 = 525m
550k 3DS at $150 would be 82m
150k Wii U at $249 = 37m
=644m
+ Add in Pro and higher priced hardware to get to closer to the $723m revenue numbers.

Quick calculation based on if the average hardware price was $249 across the month that would give us 2.89m
1.1m PS4
1m X1
550k 3DS
=2.65m
+150k Wii U???
=2.8m
+ give or take round ups
It's late and my math may be wrong but just some quick numbers I threw together before I go to sleep and I don't claim them to be correct or anything.
