Not really. PS Now is a streaming service where you can rent games for a time or pay a sub for a year to play games, without installing them on numerous devices including now on PC (no hard drive needed). Mainly has PS3 games. PS Now is comparible to Netflix.
EA Access, allows you to download the games and play them as though you own them onto your console. Mainly this gen games. EA Access is comparible to PS+ or Live but those services offer more than just games.
