Put both your accounts on both PS4s. If you bought a game/dlc with account A, play the game with account A on your secondary PS4 and with account B on your primary account. This way the primary PS4 should also have access to the digital content of the other account.

 

That's the way it works with all other games, but apparently not ESO. I misspoke earlier, everything outside the main game is locked to your ESO account. You can share vanilla ESO, but that's it.
