The story isn't exactly ambitious, but the interactions between the four main characters are handled well, and more importantly, the combat doesn't suck anymore. So, yes, positive step indeed.

Another positive step that could make 15-2 or 16 (or whatever the next one is called) something great would be adding more layers of complexity to the combat (to give it skill beyond just spacing correctly) and having a story that doesn't take away arguably the game's greatest strength in the open world halfway through.
