Major Nelson did an interview with the backwards compat team and the guy said they go directly off of the uservoice ranking in order when the pick new games to test/certify/approach for BC.
There have been good deals on x360 games that are very low on the uservoice page. Here is a thread to post games you’d like to get more upvotes for. Hopefully people read it and consider giving your game of choice a boost.
