I think it's a bit early to be deciding that. It's certainly possible that FF15 will be down WW over FF13 on consoles, but even if we assume that will be the case, it's hard to know how significant the gap will be. Likewise, it's possible a well put together PC version could either mitigate that gap, or put FF15 ahead. There's certainly demand for it. The PC version of FF13 managed to sell 600k~ on steam, despite releasing half a decade after the original, and quite frankly being a shit port :p
