Yes! I fully expect to see women walking around with their shirts off. I believe going topless for a woman is legal in Austin but not most places in USA. However, it is okay for guys to be in public without a shirt on except in stores (no shirt, no shoes, no service). I actually walked into a Walmart when I was in high school without a shirt and was escorted out, but not before I got money from friend that owed me. Lady was like you can't be in here without a shirt. I was like hold up I need to collect first. I just came from the swimming pool is why I didn't bother putting a shirt on.
