Wii play and mario party ds are two games always missing in the console handheld tops. Other differences are due to the fact that for example, the two version of gta 4 are count together in the console handheld top, and are separate in the other top including pc games and consoles games.

Maybe the Console & Handheld chart is a value chart then. In the UK Value Chart Chart-Track split bundles and only count Wii Play as costing £5 due to the Wii Remote being available separately for £5 cheaper. If GfK do the same then this would explain why Wii Play is never in the Console & Handheld Chart.
So, to explain the difference:
Console & Handheld Chart:
Value Chart
Splits hardware bundles
Combines SKUs
Console, handheld, & PC Chart:
Unit Chart
Splits SKUs
If this is correct then GT5:P should have charted higher on the Console, handheld, & PC Chart than on the Console & Handheld Chart.
