I.e. the cpu's boost by a smaller margin than the gpu when docked as only minimal additional cpu power is required to run a game at 1080p most of the additional work is required by the gpu. The same cpu processes are needed for the same game whether docked or portable.

Quality controll, and getting stable frame rates is gonna be a huge pain in the arse when makeing games for the Switch though.

You ll need to make sure the game runs well both as a portable and when docked.

Stuff like that might effect 3rd party rates... I hope the switch sells well.

Nintendo just need to grow its user base early with the switch, and the games will come.
