Merkel does not pander for votes. She fully well knew that letting in the refugees would be an unpopular move, but chose to so so nometheless, because she thought it to be the right thing, if you agree with it or not. Don't blame her for attempting to balance the will of the people she is supposed to represent with what she personnaly thinks should be done.
