You dont give of any impression. Take away US and China and there are no superpowers, there would be regional powers nothing more.
Putin can nostlgia all he wants, they lack any industry of an actual economy beyond gas and oil to ever be a superpower. If not for their nukes they would be near irrelevent. Germany becoming a superpower is to joke if i ever heard one, ther population is severly lacking the mentality to militarize (nazi guilt) their army currently is a joke and military service/jobs are looked down on. And I truely really really dont see any neighbouring nations giving the Germans a chance in hell to become a military power given their history. I can tell you now the French and Pols would quickly ally and wage war if Germany was on that path agian, lessons learned.
