I'd be more inclined to agree with you if it weren't for the fact that such a subtle difference in sentence structure meaning very different things can very obviously be easily missunderstood by millions of people. So no, I doubt that's what's going on there.

And no matter which way it was written, in both cases the most important factor is that there are people who don't percieve they have equal rights for whatever reason. Instead the focus is shifted on their push for equal rights. A very common tactic of the far right. Because poor us middle class white people, we are the victims having to deal with all the nagging.

And, for whatever reason, there are people who perceive other people making demands that go beyond the pursuit of equal rights.
