Well, the template is certainly there, though it has been for many years. It's just a matter of how deep States are willing to get reamed. My State got absolutely raped by Apple with tax breaks. Trump is just keeping that trend going. Corporations always, always shop themselves around for the best deals already.
Of course, this might just be a one time thing with Trump trying to prove that he's going to save jobs. I think everyone expects, based on his pre-election promises, that he's going to introduce legislation that forces corporations to stay in the US rather than just bending over for them.
