Well Im sure they get paid to do the signings, radio shows and live performances. If they dont get paid for something they do, then I would agree with you that they need to have a better deal.

They do. My main point was that Japanese voice actors/actresses aren't paid just for voice acting, but a conglomorate of doing multiple things.
