Exactly. This is the beauty of steam. There's not much risk involved in releasing games there so a very small team (or even a single dev) can release awesome games. Not AAA games (or even AA games), obviously, but still very entertaining games. There will, of course, be failures as well but I've never really had any problems with finding out whether a game is good or not and never felt as if there are too many shovelware titles. Most recently I finished Chroma squad which I bought as part of a bundle (humble bundle I think?) for next to nothing and I've had great fun with it. And I'm currently playing Big Pharma.
